On 27 October 2025, the Secretary-General of the International Civil Defence Organization (ICDO), Mr. Arguj Kalantarli, held a meeting with Mr. Ibrahim Khraishi, Permanent Observer of the State of Palestine to the United Nations Office and other international organizations in Geneva.

The discussion focused on the current humanitarian and civil protection situation in the State of Palestine, as well as on avenues for cooperation between ICDO and the Palestinian Civil Defence in enhancing preparedness and response capacities. Both sides exchanged views on the ongoing challenges faced by Palestinian institutions operating under difficult conditions and underlined the importance of strengthening international support mechanisms to assist affected populations.

The Secretary-General highlighted ICDO’s willingness to maintain dialogue on practical ways to enhance cooperation in civil defence and emergency management.

The meeting also emphasized the shared commitment to uphold the principles of humanitarian solidarity and international cooperation, and to continue constructive dialogue on practical initiatives that could support the protection of civilians and the development of resilient national structures.
