An international training programme entitled “Rope Technologies at Industrial Facilities” has concluded at the Russian-Armenian Center for Humanitarian Response (RACHR).

The two-week programme brought together 10 rescuers representing ICDO Member States: Algeria, Armenia, Belarus, Jordan, Kyrgyzstan, Mongolia, the Russian Federation, Serbia, Saudi Arabia, and Tunisia.

A distinctive feature of this training cycle was the introduction of a blended learning approach. Before arriving at the Center, participants completed a preliminary theoretical course through the ICDO Academy. This online component was followed by intensive theoretical and practical training under the guidance of RACHR instructors.

The programme focused on developing the skills required to conduct rescue operations at elevated industrial facilities, including situations where access to specialized equipment may be limited, while maintaining operational effectiveness and full compliance with safety requirements.

In addition to completing the training activities, participants exchanged professional experience and presented the approaches and techniques used to conduct rope rescue operations in their respective countries. This exchange contributed to strengthening cooperation and sharing practical expertise among rescuers from ICDO Member States.

At the conclusion of the programme, participants completed an online theoretical assessment and a team-based practical examination at the RACHR multipurpose training complex. All 10 rescuers successfully completed the programme and were awarded individual certificates.

This training programme marked the launch of the ICDO Academy’s online learning platform and its first practical application as part of a blended training programme. For the first time, participants from ICDO Member States completed a preliminary theoretical course online before attending the practical phase at a specialized training centre. Their knowledge was subsequently verified through online assessments conducted at the beginning and conclusion of the programme.

The successful implementation of this new approach represents an important milestone in the development of the ICDO Academy. By combining accessible online preparation with intensive hands-on instruction, the Organization is establishing a more flexible and effective international training system capable of reaching a wider community of civil defence and emergency response professionals across its Member States.
