On the occasion of World Civil Defence Day, observed in 2026 under the theme “Managing Environmental Risks for a Resilient and Sustainable Future,” the General Directorate of the Palestinian Civil Defense conveyed its congratulations and shared a recent operational experience illustrating community resilience and emergency preparedness under constrained access conditions.
In a message issued on behalf of the Director General, Major General Akram Thawabteh, the Palestinian Civil Defense described the challenges faced by its crews in responding to incidents since 7 October 2023, citing closures and movement restrictions affecting communities in the West Bank and their connection to city centers. According to the Palestinian Civil Defense, the presence of a large number of checkpoints and gates has contributed to delays in emergency response, and in some cases has prevented fire and rescue teams from reaching certain localities when main entrances were closed.
To mitigate these constraints, the Palestinian Civil Defense reported that it established volunteer response teams in isolated towns and villages, in cooperation with international partners and donors. The initiative has resulted in the formation of more than 100 volunteer teams across the West Bank, with a focus on remote and hard-to-reach communities. Volunteers completed 80 hours of specialized training, combining theoretical and practical sessions in basic firefighting, rescue techniques and initial emergency response, and were provided with essential equipment to enable early intervention until specialized civil defense units arrive.
The Palestinian Civil Defense noted that this approach has helped reduce response times, strengthen community resilience and reinforce trust between emergency services and the communities they serve. Photos and a short video documenting these activities were shared alongside the message.
