ICDO International Course on High-Rise Firefighting Successfully Concludes in Saint Petersburg

On 19 June 2026, the international training course “Innovative Methods for Extinguishing Large Fires in Urban Environments (High-Rise Buildings)”, organized under the auspices of the International Civil Defence Organization (ICDO), successfully concluded at the Saint Petersburg University of the State Fire Service of EMERCOM of Russia.

Over the course of two weeks, from 8 to 19 June, representatives of fire and rescue services from eleven ICDO Member States enhanced their professional knowledge and practical skills in the field of urban firefighting and emergency response. Participants represented Azerbaijan, Algeria, Armenia, Belarus, Benin, Bosnia and Herzegovina, Jordan, Cameroon, Morocco, Senegal, and Tunisia.

The programme focused on modern approaches to managing large-scale fires in high-rise buildings and complex urban environments. The curriculum combined theoretical instruction with extensive practical exercises designed to simulate real operational conditions.

Participants received hands-on training in tactical ventilation, rescue operations using rope access techniques and specialized equipment, as well as emergency response in hazardous environments. Particular attention was devoted to the use of modern breathing apparatus and firefighter safety procedures.

The course also included training on the application of unmanned aerial systems in firefighting operations. Participants studied the use of drones equipped with thermal imaging and high-resolution cameras for fire detection, structural assessment, and operational monitoring. Additional practical sessions addressed the use of robotic technologies and water rescue techniques in emergency situations.

As part of the programme, participants visited several major infrastructure facilities in Saint Petersburg, including the Lakhta Center, Gazprom Arena, and the State Hermitage Museum Restoration and Storage Centre, where they were introduced to advanced fire safety and emergency management systems.

The successful completion of the course reflects ICDO’s continued commitment to strengthening professional capacities among Member States, promoting the exchange of expertise, and enhancing international cooperation in civil protection and emergency response.
